Federal Green Building Forecast & Assessment

Kevin Kampschroer is the Acting Director, (the new) Office of Federal High-Performance Green Buildings, created by the Energy Independence & Security Act of 2007, in the US General Services Administration’s Public Buildings Service.

Mr. Kampschroer has been leading GSA’s activities in response to the 2005 and 2007 Energy Bills & Executive Order on the Environment, Sustainability & Energy Conservation. He has worked on developing new energy conservation legislation, in expanding the scope of sustainable design and training, as well as the creation of rigorous environmental management system.

Recently, focusing on the relationships among the physical environment, individual and group behavior and organizational performance, Mr. Kampschroer developed a framework—of building + behavior + business—tested in real office conditions, that is unique. His research team’s goal is a fundamental re-thinking of the practice of workplace making. To support this ground-breaking effort, he has forged alliances with key forward-thinking companies, and developed collaborations with leading universities, including Carnegie Mellon, University of California at Berkeley, Georgia Tech, University of Michigan and MIT, as well as with the Department of Energy and the Environmental Protection Agency. GSA’s research focuses on finding practical ways to deploy and capitalize on emerging technologies, and measure the applied results.

In creating the WorkPlace 20·20 program, Mr. Kampschroer and his team have applied all the research completed to date, together with best practices in the field to create a new process that emphasizes organizational performance before design.

Before establishing PBS’ research and workplace innovations initiatives, Mr. Kampschroer served in a variety of GSA regional and headquarters positions. He contributed to the creation of real estate portfolio management; the establishment of performance measures linked to pay and budget and developed; and an overall information technology strategy for a re-engineered real estate business in GSA. He was the project manager for the Ronald Reagan Federal Building and Trade Center, then the second largest office building in the United States. GSA has employed him since 1975. Mr. Kampschroer is a graduate of Yale University.

Mr. Kampschroer has lectured at Harvard, MIT, Johns Hopkins, Stanford and Georgia Institute of Technology and frequently presents for various industry groups such as CoreNet Global. He has been the Research Chair for the Advanced Building Systems Integration Consortium (at Carnegie Mellon University) and the Industry Partner Chair for the Center for the Built Environment (at the University of California at Berkeley), and the recipient of the IIDA’s Star Award for 2004.

His most recent publications are a book on the workplace research results, Workplace Matters, and an article in the California Management Review, “Creating and Testing Workplace Strategy” (Winter, 2007)

Congressman Russ Carnahan was elected to the United States House of Representatives in 2004, to represent Missouri's 3rd Congressional District. The district includes parts of St. Louis City and County, as well as all of Jefferson and Ste. Genevieve Counties. Carnahan serves as a Senior Majority Whip as well as the Vice Chairman of the Foreign Affairs Committee's Subcommittee on International Organizations, Human Rights & Oversight. Congressman Carnahan also serves on the Foreign Affairs, Transportation & Infrastructure and Science & Technology Committees. He is a member of the Foreign Affairs Subcommittee on Middle East & Central Asia, the Transportation & Infrastructure Subcommittees on Waterways & Environment, and Aviation, as well as the Science Subcommittee on Research and Science Education. Congressman Carnahan co-founded the Congressional High Performance Buildings Caucus in an effort to highlight the benefits - economic, environmental, and societal - of high performance buildings and to provide leadership and encouragement in both the public and private sectors for these buildings. Carnahan and his wife Debra, a judge in the St. Louis Municipal Court, have two sons, Austin and Andrew.

Marvin J. Malecha, FAIA

Marvin J. Malecha, FAIA, earned a Bachelor of Architecture from the University of Minnesota and a Master of Architecture from Harvard University. He was named a Fellow (1992) of the American Institute of Architects (AIA). He is an Honorary Member of the European Association for Architectural Education (1998); was presented the Alumni Distinguished Achievement Award by the University of Minnesota, College of Architecture and Landscape Architecture (1999); and named Association of Collegiate Schools of Architecture (ACSA) Distinguished Professor (2002) and AIA/ACSA Topaz Laureate (2003) for excellence in architectural education.

Malecha serves as the Dean of the College of Design at NC State University. Prior to this appointment in 1994, he served as the Dean of the College of Environmental Design at California State Polytechnic University, Pomona (1982-1994). He fostered the development of an NC State branch campus in Prague and has championed new academic programs and partnerships during his tenure. Presently, he is a member of the AIA National Board (a 80,000 member organization), the AIA North Carolina Board, and will serve as 2009 national President of the AIA.

Ambassador Richard N. Swett, FAIA, Vice President and the Managing Principal of the Washington, DC office of Leo A. Daly, will be one of the featured keynote speakers at the Ecobuild® Fall and AEC-ST® Fall Conference and Exhibition, returning to Washington, D.C. December 8 - 11, 2008. In 1990, Richard Swett was elected to the U.S. House of Representatives, where he served on the U.S. Congressional Delegation for Relations with the European Parliament and the Congressional Human Rights Caucus. Swett was nominated by President Clinton to be Ambassador to Denmark in 1998. Prior to joining Leo A. Daly, his business experience encompassed architectural design, project management, corporate management, project development, and finance. Areas of activity have been in real estate, alternative energy development and production, energy conservation, industrial development, and international export promotion.

This keynote is the highlight attraction of the National buildingSMART™ alliance Conference – an exploration of the National BIM Standard and Interoperability for Public and Private AEC Initiatives, happening Thursday, December 11 as a component of Ecobuild Fall® and AEC-ST Fall®.
